Kyler M. Rice is very active on real estate forums and real estate meet ups. He presents himself as a local expert on investment property in Kansas City. He is married to Rachael Arvizu Rice, a local "real estate agent" who has been the agent on some of his "deals".
Kyler befriends and preys on foreign investors and promises to help them with their real estate investments in Kansas City. I have talked to several Kyler victims who have lost thousands and tens of thousands of dollars by trusting and hiring him. One of his ploys is that he finds investment property for the investor that needs fixing up and then after he gains their trust (and fake friendship) he tells them he has connections to construction crews that can do the renovations for a good price and he will over see the renovations since they don't live there. Either himself or a bad contractor he refers the investor to will lie and gives fake reports about all the work that is being done or take deceiving photos so it looks like stuff is getting done. And since the investor is not living there he can keep the lies going for a while and even ask for a second or third payment for supposed completed renovation work. With some victims he doesn't do anything to the property only keeps/steals the money. With others he will hire cheap labor to tear into the property basically destroying whatever they touch. In my opinion he's been able to get away with this scam because his victims are scared of him destroying what's left of their Kansas City properties if they piss him off since they all live out of area and they've discovered what a deviant criminal he is. Also the expense of a lawsuit for an out of town investor isn't cheap.
Based on the above it is my personal opinion that this is clearly the predatory behavior of the classic sociopath who gets pleasure from hurting others. Hopefully next time he gets arrested he will stay in jail. Anyone thinking to do any kind of business with him should run away like running from an avalanche.
