I am a 86-year-old man who is dying of terminal cancer, Gloria Nelson, Community Manager and her Regional Manager, called me to their office and closed the door so noone would be able to hear them and threaten to kick me out of my apartment so that I would die of cancer homeless in the streets of Los Angeles if I did agree to fill out a fraudulent form so that they could submit this fraudulent form to the Internal Revenue Service to cover up the fact that the were overcharging me on my rent by $240.00 every month. When I refused to fill out the form, she threaten to throw away all of my recertification forms that I filled out and claim that I deliberately refused to fill out the recertification forms so that she could throw me off the Section 42 Low Income Tax Credit Program. Ms. Gloria Nelson is claiming that Rose Gurerra that works in Sacramento and who is in charge of monitoring the Low Income Housing Tax Credit Program for our buildling has told her to lie on my so that she can throw me off the program if I don't do what she wants me to do. Kimball, Tirey & St. John are the law firm that set up this fraud scheme which is defrauding the Internal Revenue Service out of millions of dollars and the tenants out of millions of dollars. This law firm is threatening and intimidating and sends letters filled with lies in order to force us to go along with Gloria Nelson, Community Manager, Mary Ann Oliver, Regional Manger, and Rodney S. Shepard, Owner of the property. Mr. Rodney S. Shepard, Gloria Nelson, Community Manager, Mary Ann Oliver, Regional Manager and Kimball, Tirey & St. John are all in conspiracy to defraud the Internal Revenue Service, pretending to charge all of the disabled senior citizens 30% of their "imputed income" when it fact they are charging up to 80% of their income. Rodney S. Shepard as signed an agreement with the California Tax Credit Allocation Committee stating that this is what he will do, but Rose Gurerra in Sacramento is in on the fraud and so she is allowing these people to defraud the Internal Revenue Service because according to Gloria Nelson she is being paid by the owner of the property to pretend that he is in compliance with the Interna Revenue's rules and regulations. Rose Gurrea is just as much of a criminal as they are. Gloria Nelson, the Community Managr, has stated to me that when California Tax Allocation Committee comes to check the tenants rents they know that the owner is charging too much, but because she is being paid to cover up for him, she just lets it go.
