Parker-Phoenix Construction is owned by a professional fraud Gregor Itzchk Kohn, who currently solicits construction work at least in Los Angeles, Las Vegas and Phoenix. Gregor Kohn used to run fraud schemes in Florida with the help of his family but moved to California/Nevada after being arrested and charged numerous times for practicing without license and fraud. The typical scheme is to buy off a retired licensed contractor, start a company using that license, and solicits work from uninformed homeowners who are willing to pay a large amount of down payment (50% and up). After taking half of the contracted amount away, Kohn will hire unskilled new recruits off of craiglist and work on projects slowly. Eventually he will abandon the projects or get fired because 1) homeowners lose patience as the projects would never be done; or 2) unskilled workers end up doing more damage to properties than improving them. Kohn has been pulling the same scheme in Flordai for decades and is doing exactly the same thing in California, Nevada and Arizona now. He changes company names every several months or years so if you have paid, it will be extremely or impossible to get the money back. 50% down payment is illegal in most states. My wife and I purchase a home in Reseda, CA 91335 back in late March of 2015. Our immediate plans included remodeling the entire home. We interviewed several contractors and eventually engaged Mr. Isaac/Itzack Cohen of Parker Phoenix Construction. HIS REAL NAME TURNED OUT TO BE GREGOR KOHN. Parker-Phoenix Construction came recommended through an internet source that specializes in construction referrals, Thumbtack.com. Mr. KOHN personally came to my office to meet. At that time Mr. KOHN presented himself as the sole owner of Parker Phoenix Construction and a licensed contractor. He assured us that he would be able to organize and manage the entire remodel work, obtain all necessary construction permits and that all his work would comply with all mandatory regulations warranted by The Los Angeles Department of Building and Safety. THIS TURNED OUT TO BE NOTHING BUT BS.
