I am a former teacher and Publisher and Editor of the newspaper "Trust" in Georgia. I am a homeowner/investor in Atlanta Georgetown Condominium Association. Seven years the association is managed by Parkside Management Company, a company of two people: Celia Ebert - owner of Parkside and Reginald Utt - onsite property manager. The association is paying Reggie Utt $65,000 and Celia Ebert about $29,000 per year for 350 units. Parkside is the most incompetent Management Company I have ever known. Their accounting is terrible, they do not do bids, contracts, permits and inspections from county, jobs are done with code violations and no warranties. They do not follow and force the Rules of our Bylaws, they hire unprofessional contractors and pay them 2-3 times more when market price or pay thousands for doing nothing, which are assumable kickbacks. Reggie Utt is a falsely accuser, liar and aggressive and abusive individual. Homeowners and tenants called 911 against him. Celia Ebert and Reginald Utt are working in discriminatory manner: they make favors to some and don’t do anything or destroy others financially and morally. They illegally pay money the Board directors and moreover, they hired the president of Georgetown Board to work for them, which is a conflict of interest. During the years Parkside is managing Georgetown the Association fees are raised on about 30% and we were assessed several times with Special Assessments. They collecting one million per year and we don't know where our money went and they are blocking the review of the financial documents. The about five years old three Security Gates we paid around $200,000 disappeared. The three almost new Elite motors supporting the gates and costing about $15,000 with installation disappeared. The Golf Cart costing about $3,500 disappeared. The Security system with monitors disappeared. Homeowners filed for criminal investigation, but the Dekalb County Police is trying to close this case. Parkside is hiding all the contracts, including the Contract between Condominium Association and Parkside and homeowners don't know their responsibilities and duties. Recently Parkside Management Company and Board director hired a contractor to rebuilt the working copper fountain. The cost of building a new fountain from scratch is $3,500-$5,000. They paid $20,150 to the contractor who destroyed the fountain, the copper disappeared. The Association is left with no fountain and no money. Parkside is hiding the name of the contractor and the documents of payments. They stated that the contractor disappeared.

Parkside fabricated delinquency on my accounts; even many years I am paying the Association fees and the Special Assessments online banking every month and on time through my Bank. From 2011 they denied my numerous offers to resolve the issues. They denied having a meeting; they denied three way lines with my Bank. They ignored my proof of payments I have provided to Celia Ebert and T.C. Ryker the president of Georgetown and the Parkside’s employee. They put me in collection and the Association attorney Lanier Coulter is threatening to foreclose my property. They took a number out from the sky and added late fees, attorneys' and collection fees. My questions for explanations and prove of my delinquency are totally ignored. I am not the only homeowner they keeping delinquent for years. In my strong opinion they do it on purpose to keep homeowners and me from running for the Board and from being allegeable to vote. Since Parkside is managing Georgetown did not have the quorum and all Board directors appointing each other. Since 2011 I am not able to clear the mess they have created against me on my several accounts.

By the Bank records of several homeowners the money homeowners are paying to Georgetown are electronically transferred and received by … Parkside. In my strong opinion this company should be investigated and Celia Ebert and Reggie Utt should lose their Property licenses forever. Beware and stay away from Parkside Management Company!

georgetown of atlanta new property mgmt and new HOA board members

Homeowners have fired Celia Ebert, owner of Parkside management co., and manager Reggie Utt for sitting on their asses while collecting a big salary. They have scammed homeowners for many years. They are scam artists who have lied and deceived homeowners. Property values have declined since Celia Ebert (self declared QUEEN EMPERESS) began managing our property. Celia Ebert claims to have over 25 years experience managing yet she knows nothing except how to take homeowners money. Celia Ebert's work is documented on youtube. Stay away from Celia Ebert and Parkside management co.

Do yourself a favor and do your research before hiring Celia Ebert. She takes the money but doesn't provide the management.
