Reliance Telephone has a monopoly on the inmate phone systems at several facilites in North Dakota, Minnesota, and that area. If you wish to speak to your relative who is in prison, you must purchase a phone card from them on their website or set up a collect call account. These phone calls are outrageously expensive to being with Phone calls in state cost 0.50 per minute which is 10 times what an international call costs me from my home phone.

As if that wasn't bad enough, they do not refund any of your money if the prisoner is transferredd or released. I would not mind if the phone credits would transfer with the prisoner but they do not. Instead, because their website clearly states that refunds will not be made, they say it is ok to provide absolutely no service for the money they collect.

I recently purchased a $100 phone card for my son. This is not a lot because a 15 minute phone call can cost $8.00. As you can see, $100 is eaten up quite quickly if a person talks to their family members on a regular basis. The day that I purchased the card, my son was transferred to a different facility without any prior notice. I contacted Reliance and told them he was transferred and never received the phone card so could I get a refund. I was informed that there would be no refunds since it clearly states on their website that all purchases are non refundable.

This looks like the phone company, the prison system, and the state legislature which allows it are guilty of theft. What would happen to any of us if we charged $100 and did give any service whatsoever for those funds? Some of the prisoners in the system are doing time for this very same thing - Fraud!
