I do not recommend using James T. Orr to conduct a polygraph examination for the following reasons -

I wrote in my website entitled "My Five Years of Systematic Police Harassment in Pinellas County, Florida" that I dated the divorcing wife of a high ranking member of the Pinellas County Sheriff's Office in 2003, and dated her until 2011 despite constant harassment. I also discussed that I have been falsely smeared (sub-surface) as a pedophile, child molester, and a potential one by individuals in the community, through innuendos, although local law enforcement denies even harassing me. I viewed a lot of adult consenting porn, some gay, including when I was a Big Brother. As an applicant, I signed a waiver of privacy authorizing law enforcement to monitor my computer, presumably in real time. No doubt, the ex-husband, with the help of his cohorts, "stirred up the porn pot" against me for revenge, and also false assumptions were made. I would never have a gay or bisexual encounter, but more importantly, I have never thought of a child sexually. Any unbiased test or assessment would show this.

Against this backdrop, I hired and paid a polygraph examiner, James T. Orr, Tampa, Florida. Because of the ongoing police harassment, Mr. Orr's background as a police officer was a negative to me. But I felt his FBI background was a positive and that he would be unbiased - I was wrong. When we first spoke by phone, I asked Mr. Orr if he could test me both regarding police incidents and to rule out child-related issues. He replied - not in the same test - so, of course, I assumed he could do so in separate tests. Bu​t, surprisingly, during the pre-test interview, Mr. Orr said that police harassment could not be tested because it was a legal conclusion and involved several incidents. Well, of course, but specific past incidents involving police, and most other matters, certainly can be tested (although separate tests would be required). James Orr also told me during the pre-test interview that he didn't believe me that the police harassment I discussed with him occurred. Yes, he told me that. He could have been lying or telling the truth, but, either way, it was improper and unprofessional to say. A few days later, I called another polygraph examiner who had been a cop for several years (like most examiners). I asked him if police harassment which I experienced and discussed with him, ever occurred while he was a cop. He didn't answer my question directly but just said he retired from law ​enforcement years ago and was now a polygraph examiner. His answer told me he knew of similar harassment, but didn't want to talk about it. I called an out-of-state examiner who didn't have a police background but worked with law enforcement. He advised me that a person in my situation (who angered a powerful officer) should not hire an examiner with a law enforcement background because of the "thin blue line." I never heard that expression, but I knew what he meant.

Not one law enforcement officer, after the police harassment started in 2008, has had the decency or courage to sit down and talk with me to get all facts, despite my requests. When it was apparent the polygraph exam wasn't going to occur, Mr. Orr asked me why I became a Big Brother. His question told me that he was fielding for law enforcement (in an underhanded way). I answered - For the same reason I took my dog to a nursing home. In a real conversation, my desire to volunteer would be obvious (but to discuss it further here might seem self-serving). He also asked me if I was gay or bisexual. I answered no. This question also told me he was fielding for law enforcement. In my website, I detailed "conversations" I had with individuals who were not seeking facts, but simply harassing me. How dare they. They are sheep being led by law enforcement members either acting in bad faith (the ex-husband and cohorts seeking revenge) or in "good faith" ("noble cause corruption" but based upon false assumptions and conclusions).

In conclusion, I do not recommend using the services of James T. Orr / Tampa Polygraph Services, LLC.
