I was applying for a home repair grant. The grant moeny, up to $5000 per household, was given out on a first come, first serve basis.
The grant requirements were to live in the target NID district, to meet income levels, to get two estimates for the work to be done, and that the work be done by a contractor licensed to the City of Milwaukee.
My first contractor had his estimate to me in 7 days.
Mr. Harty, who had done work for me in the past and someone i considered a friend, was to be my second estimate. When he came to my house to take measurements and scope the job, I told him about the grant. I told him that time was of the essence. I told him that there was a limited amount of money, lots of people were applying for grants, and that it was first come, first serve.
Mr. Harty promised to get the estimate to me quickly, but he did not. In text messages, I begged and pleaded with Mr. Harty to send me the estimates. He was crunching the numbers. he was meeting with a subcontractor.
He's have it by Friday, by monday, soon.
By the time I got the estimate, the money was gone. i had qualified for the grant to cover 75% of the porject budget. Now I must pay 100% of the project.
During our back and forth with emails, Mr. Harty said he was subcontracting the job. That was the first I heard of that. i had asked him when he was at my house if he was licensed to work in the City of Milwaukee. He said he "could work" in the city. I discoveed Mr. Harty is not licensed to work in Milwaukee. He was not honest with me about that.
