When I moved into a new apartment in July, I was told that it was mandatory for me to pay my water / sewer bill through WaterWatch Corporation located in Rochester, New York. The water meter is located within my apartment connected at the hot water tank.

The meter reading is obtained via the AMR (automated meter reading) process where 2-way wireless communication between WaterWatch Corp and the meter takes place. Within my monthly bill there is a water usage charge, a water flat rate charge, a sewer flat rate charge and a base charge. When all of these charges are added up, you have the total amount due. I'm paying about the same amount in this one BR apartment (one person living there) for one month's usage as I did for a quarterly 3 BR house bill with 2 persons living there (different water utility company - OCWA).

The main concern that I have with WaterWatch is that every monthly bill I've received since I moved into the apartment (July, August and September 2014), have been 'Estimated' bills.

My last biil (received 9/29/2014 with an estimated read date of 9/22/2014) had a meter reading of 6,180 gallons. I went to the meter located within my apartment and read it. It read 5,340 gallons.

When I tried to contact WaterWatch, their customer service voicemail box was full and therefore I was unable to leave them a message. WaterWatch does not have a posted email address for contact. When I tried contacting them a month ago, I received the same message that their voicemail box was full.

If I don't hear from Waterwatch soon, I'll contact the NYS Public Service Commission and file a complaint
