I Cecilia Franceschi will like to a complaint on the department of children and families located in Seminole county, Sanford.
I had an incident that accured in my home with my sons father which caused the department to say that i failed to protect my kids. Well this occured on march 26th when they removed my children from the home. So i attended court and right away accepted my failure and decided to start a case plan with the department ince that was done it took a week before my lawyer and a case worker recieved papers work from the courts to get started on a case plan. 2 weeks went by and i yet to hear from a case wokrer. Mean while my kids had missed school for a week before they finaly resposnded on being able to get trsnaportation set for kids to travel to school. through out the whole time to reach my case worker was very difficult and the only way for me to see her is when she visisted kids cause she bairly had time for that also. Once case plan started referals were suppose to be set in place and that took another after court also i get copies but the funding not put through in order for me to get classes sccheduled.
So i decided to take it upon myself and pay for my classes to speed up the process for my babies to come back home. in the mean time finiancialy i was getting behind on my bills cause i was trying to help as much as i could to help the caregiver. Due to the surcumstance i could not help out the way i did in order for me to keep my home but it caaused friction between caregiver and i caused she was also frustrated that no one was responding to our concerns and getting help provided. so that caused me not being able to see my kids. I called my Lawyer Ayda Alasvandian at the time and expressed my concerns and I ntold her that my mother offered to come live with me to help me get kids back or for her to have custody of the being that she is the grandmother to my kids the caregiver is not related to all the children. I expressed that i feel better my mom having kids under her care until everything is resolved. My lawyer emalied Mrs. Kristine Lazinsk dcf lawyer expressing this concern. Mrs Lanzink approved it and for me to contact the supervisor and case to get the process speeded up. this was son May 28th, My new lawyer called e went over my case and verified with Mrs. Lanzink on whathad been approved.
Everything was approved and I right away started to do everything possible to get things done asap. Well here we are June 30 th and they are telling me they are to busy to get the home study which should have been scheduled already and to get my kidss back home. the department is un organized and are overwhelming case workers with all cases they are not able to keep up with. My case worker was new and unexperienced and giving wrong information. I have come accross many parents in the same boat the department so quick to remove children but they get away with failure and being proficient and giving the attetion on each case. My Lawyer Thomas told me these case workers are over worked and it is wrong how they are running the department and how he feels for his clients cause they are so wrongly pushed back cause they are no prioratizing each client. Everytime I go to court I see parents crying as myself cause nothing is getting resolved. This department needs to be investigated put out in the media so the goverment can take action on having a better system to help out families not make things worst. My children were told by case worker they are coming home and it has been three weeks and they are mommy when am i going home with you espcially my little one does not understand why cant he spend the night with mommy.
This kills me everyday this is so wrong. My kids are not home for another holiday. I emotionally drained it is causing health issues. I have sent for my mother moved her from state to state and now they are telling me I should have been reunited if I am ready by Christine Bias the quality control management that over sees the whole department. She also agreed with me on how this process should have not taken so long. She told me she will be talking with supervisor to find out what is the hold up. I have done contacted everyone in the deparment whom is involved in the case and no one is getting back to me no answers nothing but my cae worker telling me it will be after the holiday. My lawyer is suppose to put in a motion for me to get a hearing with judge so i can express my concerns with the judge. I am still also waiting on that. He is also over whelmed with so many cases.
In the past cases the cae workers never followed up on any of my cases i ntried reaching out to them and no one ever returned my calls all i would get is a letter in mail case closed. They said I never coaporated nor left the state to live with my mother in Texas. How was i to relocate with no finanicial help. I tried to get counseling and i jumped through so many counselors cause my medicaid didnt cover it but the department didnt care to get me funding for it. Just like right now I should have started counseling and havent cause counselor is still waiting on the department to get the fundings sent. I would like answers and report and by showing the public tax payers like myself were our taxes are going on inexperienced case workers that so over workedd then they quit.

My grandkids were taking into custody by Child Protective Services (CPS) on 01/28/15 and therefore, removed from the care of my daughter (Ashley Michelle Singh, DOB . At the time, my daughter was living with her boyfriend and his sister and our relationship was strained. When I became aware of the situation, I confronted my daughter who told me that the children were taken while at the daycare due to there being a suspicion of child abuse with the eldest child, Sabastian Eloris Ramirez . She also informed me that both Sabastian and his younger brother, Anthony Isaiah Ramirez were both taken despite there only being a suspicion of abuse with the eldest child.
My daughter informed me that she spoke with her CPS Case Manager, Kimberly Moore, to whom this complaint is being filed about. My daughter said that she told Kimberly that she would "like to give me temporary custody of the children". Acting as a concerned grandmother with the hopes of maybe being reunited with my grandchildren, I placed it upon myself to call my daughter’s CPS Case Manager. I contacted Kimberly, the Case Manager, at 602-771-0488 on 2/12/15 at approximately 5:00pm.
As soon as I spoke to Kimberly, I could tell that she was not willing to help me at all with this situation. She refused to acknowledge what my daughter requested and she refused to even discuss any information about the case with me. Kimberly then insulted me and even stated "I will make sure that you will not get custody of those kids". After Kimberly spoke with me, she then proceeded to call my daughter and say "Your mother will not get custody". My daughter would be able to testify to this for evidence of my mistreatment.
As a CPS Case Manager, Kimberly is denying me of my rights and is not doing what is best for the children, who should be with their grandmother, in a safe and familiar home. This complete negligence and avoidance of my rights is intolerable. I feel hopeless especially since all I want to do is make sure that my grandchildren are safe.
I want the ability to be treated with respect and dignity and be provided the rights that I am entitled to. This issue needs to be addressed and a new, compassionate CPS Case Manager needs to be assigned. Lastly, I would like to be considered for temporary custody of my grandchildren while my daughter's case is being evaluated.
My son was diagnosed with Menengitis at 3 weeks old. He was running a very high temperature and I took him to Loma Linda Childrens Hospital for testing. They performed a procedure called a spinal tap where they remove fluid from the 3 week old babys back by balling him (chest to knees) and inserting a needle into his spinal cord. The test was very hard to complete because of the babys size. They attempted 3 times. They told me he would be given local anesthesia but it would be painless. Afterwards I would be able to hold him and reassure him he was okay. This was a lie....after the 3rd attempt my son was given Morphine and completly drugged out. He could not be held after because he would cringe and cry in pain.
After the results came back it was confirmed that he had menengitis and would have to be hospitalized for 3 weeks. I cried all the way home to be with my oldest, then 3 year old, son. A couple of days later I received a call saying Amari could come home. We were so excited.
On Dec 3rd, 2010 my 3 month old Amari had a seizure in the back seat of our van in the McDonalds drive thru. At the time we did not know it was a seizure because Amari was not shaking. My husband grabbed him out of his seat and brought him to the front seat where he attempted CPR. There was not enough space so I grabbed Amari and with my hands supporting his head attempted to shake him to wake him up. That did not work so I called 911.
Once the ambulance arrived they informed me that Amari had a seizure and was fine, we could go home. Being a good Mother I insisted that we go to the ER because babies dont just have seizures. Once there they called CPS and said that our son had 3 fractured ribs and a brain bleed, not caused by CPR and there were no signs of shaken baby syndrome. They said we would have had to hit our younest son with the force of a car accident. I lost my mind....how could they say we had hurt our baby.
We were placed in jail and later let go for "lack of probable cause" and our children were taken from us. CPS wanted us to admit we did something we did not do. We completed counseling, and parenting classes and that was not sufficient.
I spoke to a few people (professionals) and they all agree that the injuries very well could have been caused from the menegitis and the procedure to test for menengitis. I took proof, medical records, pictures, etc to the CPS office but they refused to even consider the chance it was accidental and caused by other things.
My husband and I went to court and instead of our court appointed attorneys trying to prove we were innocent, they tried to prove we were "changed people", "better parents".
As of October 2011 our parental rights were terminated and our children given up for adoption. This is a CRIME!! Taking kids from a home, from thier parents with no proof it was their fault.
We were told the "burden of proof" in these cases is less than a normal case. Outrageous!! I need help....I need/want my kids back and I have no where to turn!!
In April CPS went to my sister house x3 and found it to be fit for the kids (living with sister) than they went to my probation officer and forced their way into my home (different home than children) and probation asked me if I was dirty for dugs I admitted I was and I was taken to jail. CPS than went to my sisters house and took my kids, even thought I feel they had ne right to! I went to rehab anyway and the courts order 5/2/14 the kids start over night weekends with me while in MFI rehab, the next court date 6/12/14 court authorized placement of the kids back with me, I completed rehab on 7/4/14 still no over night and still do not have my kids placed with me.
Sense the court date of 6/12 I had been pushing to know who my kids worker was I contacted all supervisor all the way up to regional manager of the Indio ca cps office and nobody could/would tell me who my son worker was but another worker said she was my lil girls worker, I asked why they had been separated but I got no answer, I called the court app lawyer and he told me to find out who the workers where, I call cps office and ask the clerk (who did not want to tell me) but after a fight on the phone for about fifteen min, she told me my sons case was closed 4/17/14 and his last workers name (Luis), I called the group home and asked how they had placement of my son, they told me Indio cps, I notified them that his case was closed and I would be picking him up, they tried to tell me that his worker name was Diana, (which was the last worker on the case 6/12 but according to cps record was never my son worker at all) once I told them that , they than gave me another name of (Melissa) I called Indio back who told me they had no worker by that name, so I called the home back again, they gave me a number for Melissa, once I got Melissa on phone she confirmed she was Roberts worker, I asked why she or anyone had made no attempt to contact me, and asked when I would start weekends or have placement of my son, she told me she dose not reunified, my son case is not a reunifiable case that he would only be released to me if a judge order it! I later found out that this case was no longer in the desert but more than 3 hours away at Jurupa valley office?
The next day I went from Blythe to Indio CPS office to ask for copy's of paper work saying my sons case was closed, the clerk said she could confirm that it was closed on 4/17/14 but could not give me paper work confirming it in writing. She sent some lady out name Sanchez to talk to me, who gave me a run around for almost an hour about how she also could not give it to me, once I show her there rights form saying I had rights to it, she than told me that they didn't have his file , I asked for a print out and she told me I had no rights to anything in the computer only the file and they did not have it, than she went in the back and got me a copy of an ex partae they had filed on July 3rd to put my son in a group home, and said that was all she could give me, I asked for a supervisor she told me there was not any in the office, I told her I was going to the court house to take this back to court. once I got to the court house and told them my name they said Sanchez had just called them and my case was not fillable, once I told them what was going on with the case and my son, they gave me the paper work to file anyway, now 4 days later, the worker called me and accused my family of telling the kids to lie and be defiant, I told the worker my lil girl did not lie about transport not feeding her that was true, she said well I don't know, and I told her that I told my son not to take any medication, because I do not want him on sic meds he did not need them before and I want to get to another counselor at home befor that is considered. she than told me that I would have to find away to Indio from Blythe 2x a month for visits and that my family could no longer see the kids! this is action because I filed papers! 6/9/14
CPS is proving they do not have to follow court orders and that they can do whatever they want, with no rules, no one looking into what they are doing, and no consicences. they should have never went to my sisters home and took my kids from her for something that had to do with my probation, when i did and had not lived in the home with my kids! this was and is wrong!
Saddly these parasitic roaches do only whats in their own best interest, CPS doesn't help children that are being abused they cover up the real abusers who molest abuse children. Our home has been falsely accused of sexual abuse to a child. The children were removed the police were contacted, we cooperated with everyone involved including the foster care agency. The worker of the children whom I housed for eight (8) years and a baby whom I had since birth only came out to visit the children since she received the case twice. The 15 year old child who has been under psychological treatment and therapeutic treatment for the past 8 years was not getting her way, developed a crush on my fiance and made false allegations that he has been raping her for three years since she was 12. Now this kid was in therapy, my fiance has not been around but only for two years, none of these issues were ever raised in therapy, nor in school, nor in counseling and now everyone is looking at these allegations with a fine tooth comb. Where were these allegations three or eight years ago? The system is not taking into consideration that they have been in and out of my home unexpectantly for the past six years without notifying us and no wrongful doing was every encountered and now this. I mean I understand they need to investigate for the safety of the children but how much more do they need to investigate. All they need is her therapeutic file and the word of the other children in the home whom were removed as well and are crying to come home. I mean the smaller child keeps contacting me on the cell phone and every week she goes to therapy she cries to come home.
I am appalled as to how much CPS and the foster care agency are getting away with. You are praised while doing a good job and once an allegation is made you are a criminal. You are no good and you are not even attended or spoken to until it is over. The agency is suppose to help you as you help them do a job and they do not even interact. You give your time, your emotions, your life to take care of these children and one allegation makes you no good any longer all because the child did not get to do what she wanted and my space was not set up for her and she was influenced by other people who are envious of your home and family. Now we are anxiously waiting since charges have not been brought by the police and CPS has not even taken the time to interview us with our attorney. Our life is at a stand still and the smaller children are suffering to come home. They are all siblings and as I understand they are yelling to the older child to come out with the truth because they want to come home. The worker who was suppose to be helping me who never came out to the home who was not involved in these childrens lives now makes allegations of corporal punishment. I do not understand how they get away with this especially since these children visited that agency on a weekly basis and no bruises nor marks were ever evidenced and all these children ever asked was for adopotion to belong they have been waiting eight years to be adopted and no movement. What will happen now only GOD and time will tell.

She sent some lady out name Sanchez to talk to me, who gave me a run around for almost an hour about how she also could not give it to me, once I show her there rights form saying I had rights to it, she than told me that they didn't have his file , I asked for a print out and she told me I had no rights to anything in the computer only the file and they did not have it, than she went in the back and got me a copy of an ex partae they had filed on July 3rd to put my son in a group home, and said that was all she could give me, I asked for a supervisor she told me there was not any in the office, I told her I was going to the court house to take this back to court. once I got to the court house and told them my name they said Sanchez had just called them and my case was not fillable, once I told them what was going on with the case and my son, they gave me the paper work to file anyway, now 4 days later, the worker called me and accused my family of telling the kids to lie and be defiant, I told the worker my lil girl did not lie about transport not feeding her that was true, she said well I don't know, and I told her that I told my son not to take any medication, because I do not want him on sic meds he did not need them before and I want to get to another counselor at home befor that is considered. she than told me that I would have to find away to Indio from Blythe 2x a month for visits and that my family could no longer see the kids! this is action because I filed papers! 6/9/14
CPS is proving they do not have to follow court orders and that they can do whatever they want, with no rules, no one looking into what they are doing, and no consicences. they should have never went to my sisters home and took my kids from her for something that had to do with my probation, when i did and had not lived in the home with my kids! this was and is wrong!
Saddly these parasitic roaches do only whats in their own best interest, CPS doesn't help children that are being abused they cover up the real abusers who molest abuse children. Ed Heepe caseworker has a history of lying in court to judges misleading with false paid off $$$ statements most of these caseworkers have a criminal history them selfs and favor same abusers like they are, for a price $$$ which is their most importent part of working for this worthless outfit ran by criminals and abusers called CPS 99.98% of time CPS let abuse to go on because of their lack of knowledge what signs-red flags of abuse are,they are lazy, they lie, they steal, they molest they have no right to live among us every one of these ACS CPS scum could care less about your children even their own if they can make money they would put their own children in harms way to fatten their packet$.History repeats it's self, in the news every week there are caseworkers being sued jailed for failing to do their job letting children suffer and killed by their mothers in 99.999% it is the mothers who kill our children.Latest mental mother kills 2 children and her self in the news this week!
Our home has been falsely accused of sexual abuse to a child. The children were removed the police were contacted, we cooperated with everyone involved including the foster care agency. The worker of the children whom I housed for eight (8) years and a baby whom I had since birth only came out to visit the children since she received the case twice. The 15 year old child who has been under psychological treatment and therapeutic treatment for the past 8 years was not getting her way, developed a crush on my fiance and made false allegations that he has been raping her for three years since she was 12. Now this kid was in therapy, my fiance has not been around but only for two years, none of these issues were ever raised in therapy, nor in school, nor in counseling and now everyone is looking at these allegations with a fine tooth comb. Where were these allegations three or eight years ago? The system is not taking into consideration that they have been in and out of my home unexpectantly for the past six years without notifying us and no wrongful doing was every encountered and now this. I mean I understand they need to investigate for the safety of the children but how much more do they need to investigate. All they need is her therapeutic file and the word of the other children in the home whom were removed as well and are crying to come home. I mean the smaller child keeps contacting me on the cell phone and every week she goes to therapy she cries to come home.
I am appalled as to how much CPS and the foster care agency are getting away with. You are praised while doing a good job and once an allegation is made you are a criminal. You are no good and you are not even attended or spoken to until it is over. The agency is suppose to help you as you help them do a job and they do not even interact. You give your time, your emotions, your life to take care of these children and one allegation makes you no good any longer all because the child did not get to do what she wanted and my space was not set up for her and she was influenced by other people who are envious of your home and family. Now we are anxiously waiting since charges have not been brought by the police and CPS has not even taken the time to interview us with our attorney. Our life is at a stand still and the smaller children are suffering to come home. They are all siblings and as I understand they are yelling to the older child to come out with the truth because they want to come home. The worker who was suppose to be helping me who never came out to the home who was not involved in these childrens lives now makes allegations of corporal punishment. I do not understand how they get away with this especially since these children visited that agency on a weekly basis and no bruises nor marks were ever evidenced and all these children ever asked was for adopotion to belong they have been waiting eight years to be adopted and no movement. What will happen now only GOD and time will tell.
