El Camino Community College Violation of Right to Know Act.
Last 2013 fall semester, ECC deliberately withheld information of a potential sexual assault that occurred in a facility where another woman had been raped prior to fall of 2013.
A female student was showering in the women’s locker room and she realized that a black male had been watching her. She was completely unclothed at the time and another female was in the room but did not see the man as was the locker room attendant. The victim reported it to the ECC Police but ECC failed to alert the female student population or district, the potential sexual assault. The victim had also consulted with other staff. From that point on there was no description of the incident in the Police Beat section of the student newspaper and the final year end crime report did not elude to the incident either.
El Camino also has a recent history of awarding students fee waivers of up to $500 per semester, allowing students to enroll in classes and after the year is over some students later receive a bill for the fee amount claiming that the student had not received the waiver. This occurs because notices are issued within the student website and after the semester, the records are purged from the system. For those who did not print out their notice they become easy targets for this common practice. (Make screenshots and or print out all notices concerning financial aid awards)
Also, El Camino has a history of approving Financial Aid loans, telling the loan company that the funds were dispersed when in fact the college sat on the money and collected interest. Victims receive statements from their loan companies with interest accruing way before El Camino prints the check. (Save the envelope the check is sent in & make a zerox copy of the check for records)
El Camino has also offered classes where an instructor is chronically absent, semester after semester, legally making the College ineligible for Federal and State funding due to the required minimum amount of time a student must be in a classroom in order to receive credit. El Camino has failed to reimburse affected students who attended these classes.
El Camino has been requiring “some” students to apply for an appeal for student loans. The problem being that ECC does not issue their required forms till as late as mid semester or later. ECC has demanded that students attend 12 units without giving them a determination prior to the semester so that they can make an educated financial decision. They also hold grants for books that have been awarded to students creating an unfair disadvantage and unlevel playing field. These funds are withheld from the discriminated group till after midterms and in the event that a student’s appeal is rejected, they are then penalized if they drop classes they cannot afford or have fallen tragically behind in. This practice is unique to El Camino and is applied to students who have zero history of Financial Aid Abuse. Advisors have complained repeatedly about the practice at this community college. Coincidentally, the scheduling of this practice secures state fee waivers and federal funding for El Camino while hurting students that end up dropping out.
The issues have been brought to the attention of Dr. Fallo, president of El Camino Community College & Dr. Arce president of Student…… in addition to other serious matters and there appears to be little or no concern and cover up.
